2922079 - CALC: Layoff Covid-19 SS configuration for RPCALCP0

HR-PT: gerador do processamento da folha de pagamento (RPCALCP0) execution creates Contrib.empregador SS (/351) wage type with 23,75 of rate. 

The publication of Social Security from April, 29, change charges of Social Security paid by the companies in the period the employees are in lay-off. This change affects Contrib.empregador SS (/351) wage type.

The SS statement:

In the periods in which the entities are covered by the support of these special  Measures, they benefit from a contributory exemption from the total of the contributions under their responsibility, having to pay the component of contributions (11%) of the employee.

When a employee is on lay-off with work schedule reduction or in lay-off contract suspension the company need to pay the remuneration for that work and that salary and other obligatory bonus related with the work developed use to be part of the basis of employer charges.
