As mentioned in the note: 454173, DB2 runtime client is prerequisite for CLI LOAD.
If you want to use R3load with LOAD option on the database server, as the database server installation always incudes a runtime client, you don't need to install the runtime client in this case.
If you wan to use R3load with LOAD option on a remote application server, it's required to install the runtime client on the remote application server.
