2922755 - Application server can not be started, due to VMC memory error

Symptom

Application server cannot be started. The reason, can be seen on Dispatcher trace file (dev_disp):

   *** ERROR => DpEmInit: Es2ResCreate (1) [dpxxdisp.c 11062]
   *** ERROR => DpMemInit: DpEmInit (-1) [dpxxdisp.c 10909]
   *** DP_FATAL_ERROR => DpSapEnvInit: DpMemInit
   *** DISPATCHER EMERGENCY SHUTDOWN ***

Even if parameter is set to ‘vmcj/enable = on’, VMC can’t be activated.
