2923427 - Business Transaction Missing or Blocked in Charm

• When trying to create a change document, you find that your transaction type is not available in the pop-up
• When trying to assign a change document to a request for change in the scope assignment block, you find that no transaction ID is produced
• In SLG1 the following error can be seen:
  "Business transaction type # is blocked for further business transactions"
