2923490 - App could not be opened because the SAP UI5 component of the application could not be loaded. - Custom Fields and Logic

Symptom

When trying to open the Custom Fields and Logic app (Custom Fields / Custom Logic in newer releases) the Fiori Launchpad returns a pop-up window with the following error:
- ```
App could not be opened because the SAP UI5 component of the application could not be loaded.
```

After clicking the "View Details" link in the pop-up one of the following details are displayed:

Failed to load UI5 component for navigation intent "#CustomField-develop"

Failed to load UI5 component for navigation intent "#CustomField-manage"

Failed to load UI5 component for navigation intent "#CustomLogic-maintain"

In the Browser Developer tools a stack trace is provided including one of the following details:

ModuleError: failed to load 'nw/core/extcfl/Component.js' from /sap/bc/ui5_ui5/sap/nw_aps_ext_cfl/~4435A8DBBEB4B402BCFDCA442E3B0DD3~5/Component.js: 403

Error: failed to load 'sap/nw/core/extccl/lib/reuse/library.js' from /sap/bc/ui5_ui5/sap/nw_aps_ccl_lib/~933D11977C18F2BB40ECB52FA376F422~5/library.js: 403
