2924835 - Can't Find SSCUI 103188 in Cloud System - SAP S/4HANA Cloud Public Edition?

Symptom

TDT has been activated TDT, but cannot find SSCUI 103188 (Maintain Tax Box Mapping for Advanced Tax Return) in system. However, it exists in the how-to video: Using Time-Dependent Taxes - Video in SAP Help Portal.
