2925643 - Diagnostics Agent Certificate fails to be generated due to "User 'SM_INTERN_WS' does not have permission"

Symptom

While generating Agent Authentication Root Certificate in Step "Diagnostics Agent Authentication" of Infrastructure Preparation, it fails and the following error messages is shown:
