2927798 - Read-Only Mode popup when accessing Master Rule Collection

When accessing the Master Rule Collection a popup appears with the notification:

Read-only mode. An error occurred trying to lock the object. If the problem persists, contact your portal administrator.

It is then not possible to modify the Master Rule Collection

The following errors are recorded in the defaultTrace:

SQL error occurred on connection: code=9,002, state="S0002", message="The transaction log for database 'XYZ' is full due to 'LOG_BACKUP'.";
SQL statement is "DELETE FROM "EP_LOCK_ENTRIES" WHERE "APPL_ID" = ? AND "RESOURCE_ID" = ?".
