2928186 - 360 Document Evaluation Notification is not Being Recieved by all Participants - 360 Multi-rater

The 360 Document Evaluation Notification is not being received by all participants after the 360 Review is sent to the Evaluation stage.

Scenario:

• In the route map, the Manager is the last step owner in the Modify stage (process owner) i.e. sends the form to the Evaluation stage.
• In the 360 Review, the Manager is also added as a participant of the review.
• When the Manager sends the form to the Evaluation stage, he/she does not receive the 360 Document Evaluation Notification.

• If the process owner (last step owner in the Modify stage) and the participant (taking part in the Evaluation) are the same, then he/she will NOT receive the 360 Document Evaluation Notification because the 360 Review already exists in his/her Inbox.
• Other participants will receive the 360 Document Evaluation Notification because they have newly received the 360 Review in their Inbox.
• Adding the process owner's role as an Additional Recipient (e.g. Manager) in the 360 Document Evaluation Notification template will NOT mean that they will receive this notification.
• The logic is the same as the Document Routing Notification - where Sender/Recipient are the same user, there is no need to trigger a notification to alert the user that the form is in their Inbox, as they have essentially routed it there themselves. However, if "Automatic send on due date" is enabled, all step users listed in the next step will receive the routing notification, despite being the same person.  
• This same logic is also true for other PM and MTR email type like 360 Document Kickoff Notification - where if the process owner (last step owner in the Modify stage) is the subject employee, the  360 Document Kickoff Notification will not be triggered to them.
