2930616 - E-Mail Notifications for alerts cannot be sent using SMTP server using TLS

Symptom

After changing SMTP server to use TLS protocol E-Mail notifications for alerts cannot be sent out.
Also the following errors are logged to indexserver traces:

e STATS_SMTP SMTPClient.cpp(00073) : Remote endpoint closed unexpectedly: <IP address>/<port>_tcp
e STATS_SMTP SMTPClient.cpp(00266) : error sending email [SMTPMail: (sender: <sender e-mail>, recipients: <recipients e-mail>), "<alert description>" (id <alert_id>) on database <tenant SID> of <SYSTEMDB SID>
... 
exception 1: no.9001001 (StatisticsServerAsSQLScript/interfaces/smtp/SMTPClient.cpp:342) TID:
SMTP protocol error, expected 250, got 451: 5.7.3 STARTTLS is required to send mail
