2932970 - Failed to upgrade SRS using rs_init with resource file - SRS

Symptom

Run rs_init with resource file to upgrade SRS failed with the following message:

Running task: check the RSSD SQL Server.
CONNECTIVITY ERROR: CT-Library error: 'ct_connect(): protocol specific layer: external error: The attempt to connect to the server failed.'.
CONNECTIVITY ERROR: Login attempt failed: server ='SRS'. Unable to connect to the RSSD SQL Server 'RSSD_ASE'. Make sure that the SQL Server is runningand the 'sa' password is correct.
Task failed: check the RSSD SQL Server. Terminating configuration.
