2933154 - Issue at MAIN_INIT/INSTTEMPLIC_MSGKEY during upgrade with SUM

Symptom

When you upgrade with SUM, at phase MAIN_INIT/INSTTEMPLIC_MSGKEY, see error message like below in SAPLIKEY.OUT:
