Headers and footers do not seem to be available for offer letters.

Resolution
Headers and footers are currently not supported in the Offer Letter template.
If you would like to have this functionality added to the system, please refer your scenario and business in the Influence Portal where our Product Management team will be analysing your case and if successfully voted and approved, can be implemented in further product releases. As a workaround customers can use images to show the headers and footers but please note this is a custom configuration which is not supported by Product Support as we cannot control how the text editor will take this information.
