Is it possible to control who may edit the number of openings field when creating job requisitions from Position Org Chart?

No. As of now, there are two conditions that control if "Number of Openings" field in the Position Org Chart job requisition creation page is editable. First is the number of current and maximum number of incumbents allowed in that position. If both numbers are the same (e.g.: "3/3 FTE"), the "Number of Openings" field will be always set as 1 and not open for change. If both numbers are different (e.g.: "2/5 FTE"), the "Number of Openings" field will be open as a free text box, allowing the job requisition originator to select a value for it.
The second setting that effects if the number of openings is editable is the setting "Multiple Incumbents Allowed". This can be found in Manage Positions -> The Position Number. If set to Yes it will be editable, if set to No Number of Openings will be 1 and not editable.
If further control over this field is required, it will have to be managed in the job requisition approval process, where permissions will be controlled by what is in the respective job requisition template.
Note: Even though having different numbers such as "0/1" for FTE, when the current and maximum number of incumbents have a 0 as the start system will still display "1" as Number of Openings, without the possibility to edit it. To achieve the permission to edit the field, it would be necessary to change for "1/2" (for instance).
