2937966 - Customizing for Freely-Definable Attributes is missing

Symptom

While following the SAP Help Portal Guide on "Definition of Locations" and trying to maintain Freely-Definable Attributes in customizing (SPRO) via the following path:

Transportation Management -> Master Data -> General Settings -> Maintain Freely-Definable Attributes

However, this path is not available in the system.
