While following the SAP Help Portal Guide on "Definition of Locations" you try to maintain Freely-Definable Attributes in customizing (SPRO) via the following path:

Transportation Management -> Master Data -> General Settings -> Maintain Freely-Definable Attributes

However, this path is not available in your system.
