2938872 - 2EETW169 no connect possible: "connect failed with DBLI_RC_LOAD_LIB_FAILED."

Symptom

When you are doing S/4 HANA 1909 conversion with SUM, an error occurred in phase "MAIN_SHDPREPUT/PREPREPUT_ESP_IMPORT". In the phase error log file "REPREPUT.ELG", the following error message can be found.
