2939955 - Error appears " Serial Number xxx for Product cannot be issued" when trying to create and release Third-Party Delivery Notification

While trying to create Third-Party Delivery Notification from Third-Party Purchase Order DEF with Serial Number xxx, Product KLM, click on Release button, following error appears:

Serial Number xxx for Product cannot be issued.

*xxx refers to serial Number, KLM refers to Product ID, DEF refers to Purchase Order ID
