2942442 - Business Rule not working for hidden fields - Recruiting Management

On Change Business Rule is not working for the fields which are not visible to the recruiting users.

This happens when the business rule is configured as Change Rule in Manage Rules in Recruiting.

Product Management team has confirmed that this is currently Expected system behavior that only the Onsave Rules will work if the recruiting users does not have read or write permissions to the fields for which the rules are defined.
