2943084 - "User Can Request Observation" setting disabled vs. manager permission

Symptom

When the "User Can Request Observation" setting is not enabled at the task level, the user assigns the course to itself and cannot request observation because the setting is not enabled. When the user's manager accesses its team tile, this manager can see the "Request Observation" button enabled and do it on behalf of the user.

Reproducing the Issue

  1. In the Learning admin side, access the task item > Tasks > Task Checklist Settings > disable “User Can Request Observation > Save >
  2. In the Learning user side, assign the course to yourself and it will not be possible to request observation >
  3. In the Learning user side, the user’s manager can request observation on behalf of the user, when accessing its team tile.

Cause

This is expected behavior, as the "User Can Request Observation" setting is only to control the user ability to request observation. There is no setting to control the user’s manager ability to request observation on behalf of the user.

Resolution

As a workaround, it would be possible to remove the "Access Learning Plans" permission from the "My Teams" section from the user's role. Have in mind that it basically removes everything from the manager view when checking its team learning plan.
