2943728 - Disable Multiple Agreements pop-up window when a fixed FWA specified in FWO.

Symptom

You specify a forwarding agreement reference in General Data tab of a forwarding order. Meanwhile, there are other multiple FWAs for the same sales organization and shipper combination existing in the system.
When calculating the charges, you don't want the Multiple Agreements pop-up window come in this case.
