2944488 - Failed to start web application at context path: SAP Cloud Connector access issue

Symptom

SAP Cloud Connector (SCC) is up and running, but the WebUI access fails with following error from SCC ljs_Trace.log file.

   #ERROR#org.apache.catalina.core.ContainerBase.[Catalina].[localhost].[/]#Start Level Event Dispatcher##Exception sending context initialized event to listener instance of class com.sap.scc.ui.rt.SccContextListener java.lang.NullPointerException: while trying to invoke the method com.sap.scc.servlets.SccUiTraceLevel.set(bool) of a null object returned from com.sap.scc.config.CommonConfigData.getOtherLogLevel()  at com.sap.scc.config.SccConfig.init(SccConfig.java:340)   
   #One or more listeners failed to start. Full details will be found in the appropriate container log file|
   ERROR#org.eclipse.gemini.web.internal.StandardWebApplication#Start Level Event Dispatcher## Failed to start web application at context path
   org.eclipse.gemini.web.core.spi.ServletContainerException: Web application at '' failed to start. Check the logs for more details.


Note: It is also possible that the SCC service itself is down due to a similar error as above.
