Current filesystems in AIX mounted with CIO and attempting to upgrade from Oracle version 11g to 12.2, 18c, or 19c and running into the following error:
ORA-00210: cannot open the specified control file
ORA-00202: control file: '/oracle/<SID>/data01/cntrl/cntrl<SID>.dbf'
ORA-27041: unable to open file IBM AIX RISC System/6000
