2947804 - Lack of permissions after login into SKR console (403)

Lack of permissions after logging in SKR console (Error 403).

The error could be seen in the following cases:

Accessing the UI, or other Kyma endpoints results in a 403/Forbidden error message
User cannot see/access certain elements of the console
User can create a new namespace, but cannot access their applications within it
User has limited access to their resources (can create, but not delete/modify)
