2948170 - Excel cannot be closed correctly after calling VBA code

Symptom

Excel cannot be closed correctly after calling RefreshActiveSheet via VBA code.
- There will be another Excel instance running in Windows Task Manager as Background process.
- EPM and Data Manager tab disappears if opening Excel again without killing the Excel instance in Background processes.
