2948612 - Username and Person Id in Rehire Flow

In Rehire flow, Internal user going through process will receive Welcome Email which will have User Name. On triggering rehire external welcome mail, the login username will be the username of the inactive employee (terminated employment)

This is an expected behavior.
Inactive user's username and Person Id will be retained for the rehire external user. Only UserId will be created post rehire confirmation and while creating external users. 

On triggering rehire external welcome mail, the login username will be the username of the inactive employee (terminated employment). as per rehire feature requirement.
