Symptom
- Need manual E-Verify and I9 documents for Employee Central employees
- Employees were hired into EC and never went through the Onboarding process. Can their I9 be processed?
- Employee does not have any Onboarding activities in the system

Environment
SAP SuccessFactors Onboarding
Cause
If an employee has been hired and exist in EC, from Onboarding 1.0 perspective hiring process is completed hence there is no I9 related process with Onboarding.
Resolution
If EC employees did not go through the Onboarding process, their I9 cannot be processed in Onboarding; however, their information can still be stored in the Document Center (for informational purposes only) by:
- Manually completing Section 3 of the I-9 form in paper format
- Scanning and uploading the completed document into the Document Center
On the other hand, manual E-verify Activity can still be created provided that you have a copy of the candidate's Form I9.
In the Onboarding > Process Tab, Select 'E-Verify' process and start a new activity. You will be prompted with a panel showing the below message:
- This is an existing employee who must be processed through E-Verify because he/she is now associated with a federal acquisition regulation clause.
NOTE: In order to use the manual E-Verify process, you must have a signed paper I-9 form.

Select the reason why you are using the manual e-verify process. Then, follow the below steps:
- Take a photo of the I-9 forms in paper format
- Manually upload them in the Manual E-verify panel.
- Complete the Manual E-verify activity.
