2949895 - "Cannot fork: Cannot allocate memory" or "Too many processes to initialize" during an upgrade by SUM

Symptom

You are running SUM and it fails with any of below error:

1EETQ399 Last error code set is: Cannot fork: Cannot allocate memory

or

1EETQ399 Last error code set is: Too many processes to initialize

The error may have occured in PARMVNT_XCNV in above screenshot but it can happen in any of the phase in SUM.
