2950121 - SOLMAN_SETUP - Error "500 Internal Server Error" occurred with a specific user only

Symptom

When executing SOLMAN_SETUP, it was redirected to URL " https://<solmanhost>:<port>/sap/public/myssocntl?sap-client=<nnn>" and displayed "500 Internal Server Error".
** This issue is only occurring with a specific user and other users can open SOLMAN_SETUP without problems.
