2950460 - Behavior description does not display when rating at Competency level - 360 Multi-Rater Legacy Version

In the 360 legacy version, the form is rated at competency level and configured to display behaviors. Behaviors display as expected however the behavior descriptions are not showing. 

SAP SuccessFactors 360 Multi-Rater

1. Go to Admin Center > Manage Templates
2. Select your 360 template. Access the Competency section.
3. Enable "Show behavior" option.
4. Select the Display Mode.
5. Rating on behavior is NOT enabled.

In the legacy version of 360 forms, the behavior description is not displayed when rating at the competency level. This is working as designed. 

However, this feature has been improved in the Fiori version of 360 reviews. In the new version, users can now view the behavior description even when the "rate by behavior" option is not enabled. By default, the behavior description is collapsed, but users can expand it to see the description. The behavior description will be shown below the behavior name once a behavior is expanded.
