What is the meaning of the User Account Requests that can be seen in the Pending Approvals area of a Learning manager?

Based on the system configuration, users can request accounts. When users can request accounts, it is possible to have an approval process on the request so that you have some business process control over users who are granted access to the system.

Once the above-mentioned scenario is in place, the User Account Requests area will have the pending approvals.
