2951424 - Not Able to Reopen the Periods or Fiscal Year for France

Symptom

Not able to reopen a Period XYZ (XYZ represents a period code) of Fiscal Year YYYY (YYYY represents the Fiscal year) for one of the French Companies, Open Period button is grayed out.

Environment

SAP Business ByDesign

Reproducing the Issue

Go to the General Ledger work center.
Go to the Master Data view.
Go to the Sets of Books and Assigned Companies subview.
Select the relevant line in the chart.
Click Open and Close Periods button.
Period XYZ of fiscal year YYYY is closed.
Select the period XYZ.
Note: The Open Period button is grayed out.

Cause

As per France - by law, it's not allowed to reopen a closed period to forgo fraud after period closing.
The reopen action of a given period will only be suppressed after postings have been made to the period.

Resolution

The reopen is not available due to the French Legal Requirements, which are valid for companies geographically located in country France and its' following oversea territories: Guadeloupe, French Guiana, Martinique, Reunion, Mayotte.

Notice that Open Period button is available for a period that is in status Blocked. This will be the case if there were no postings to that period, however while clicking it an error message like "Revoking period ABC not possible: Only one open interval allowed" which prevents from opening the period.
