2951904 - https://localhost:8443 - can't be reached

Symptom

After installing SAP Cloud Connector, and trying to launch to its WebUI administration page (https://localhost:8443),it returns error "This site can’t be reached".

Also, scc_service.log raises following error:

Function StartService() failed: An instance of the service is already running.
