2952817 - Default tab sequence when accessing the Settings page as an external user

When an external user access the Settings page from the name drop down, they are sent to the Notifications tab (2nd tab) instead of the Security Questions (1st tab).

1. Login to the Sites URL as an external learner
2. Go to the name dropdown
3. Click Settings

This is working as designed. According to the legacy code logic, if there's no 'Start Page' tab that appears in the tab list, the 'Notification' should be the default selected tab.
