2952854 - Picklist version - effective start date not being respected

• Inactive picklist value as per employee's record start date shows up in UI.
• Effective start date of picklist versions are not respected on UI.
• Picklist values should be only displayed during a specific time range and not be active as of today.

The entityset /PickListUI query returns unique list of picklist as of Today by default.

This is expected system behaviour.

• In the UI, the query returns only the most effective dated version record of the picklist ID as per current system date.
• UI query doesn't take account of the effective start date value that you selected for the employee's record entry.
