You can configure Proficiency Levels for Competencies in Admin Center > Manage Center of Capabilities:

NOTE: Configuring the proficiency rating scale is a one-time activity. You cannot change the settings after you finish the setup wizard. Therefore, make sure the settings you are about to enter for Proficiency Levels is the final configuration for your business.
