2954964 - Unexpected Error "Change Cycle from a project that cannot be migrated is assigned to ####" in Change Documents linked to new successor Change Cycle

• After completing a Change Cycle with open Change Documents on a 7.2 system, the Change Documents linked to the new successor Change Cycle display error "Change Cycle from a project that cannot be migrated is assigned to ####" when attempting to edit those documents.
• Cannot edit active Change Documents that are successfully linked to a successor Change Cycle, because of error message AI_CRM_CM_MESSAGE 197: "Change cycle from a project that cannot be migrated is assigned to &1".
