When an admin tries to run the User Exam Data report, add/remove criteria option is greyed out.
Environment
SAP Successfactors Learning (LMS)
Reproducing the Issue
1. Learning Admin> Reports> Run User Exam Data report
2. Click on Add/Remove Criteria

Cause
Admin does not have permission to Assessment.
Resolution
On the admin's role, add the workflows View Exam and Search Exam under Content.
