After upgrading the SAP NetWeaver system to 7.5 SP18, the Java Configuration Browser stops working and display warning messages:
Local System system does not provide necessary configuration information
Configuration Local System is not available
You can see the following exception in defaultTrace "\usr\sap\<SID>\<INSTANCE NUMBER>\j2ee\cluster\server<X>\log" files:
Caused by: com.sap.engine.services.deploy.exceptions.DisabledApplicationException: Application [tc~lm~webadmin~sysconfig~app] can not be started because its startup mode is defined as DISABLED in application-j2ee-engine.xml file.
