2955967 - Select Preferred Region and Preferred Location when Requesting for a Class in Learning

When a user requests for a class from the learning plan or from the library, the Preferred Location shows all available options even when the Preferred Region has not been selected yet.

IMAGE 1: Preferred Region is blank but all available options in Preferred Location is showing.

IMAGE 2: When Preferred Region is selected, then the Preferred Location is filtered out accordingly.

Browse the library and request for a class or from your learning plan, request a class.

It is an expected behavior that all available options on Preferred Location will show up if there is no selection yet on the Preferred Region.

The Preferred Location will be filtered out once Preferred Region is selected.
