2956503 - Runtime error GETWA_NOT_ASSIGNED occurs when running WebGUI

Symptom

When calling webgui link https://<host>:<port>/sap/bc/gui/sap/its/webgui or WEBGUI app via the FLP the following dump occurs in ST22:

Important. Please note this issue may also just affect a subset of users who may get a screen similar to the following with huge/large symbols displayed in the browser.
