Symptom
When importing termination details of a manager, the direct reports are not moved to next level manager and the subordinates remain with the terminated manager/supervisor.

Reproducing the Issue
- Import termination details for a manager, make sure a workflow gets triggered
- Approver checks the worklfow, notice that the Transfer Direct Reports option does not appear
- Approve the request, direct reports are not moved
Resolution
This is working as designed. You may create an enhancement idea by following the steps explained in the following article: 2090228 - How to submit enhancement ideas for SAP SuccessFactors Products.
As a workaround, you may set the following configurations in Position Management Settings:

Under Hierarchy Adaptation, Leading Hierarchy should be Position Hierarchy

Set Reassign Direct Reports According to Position Hierarchy on Termination Screen and Internal Hire Screen to Yes - Always
- Set Use Automated Hierarchy Adaptation to Yes
Alternatively, if the above configurations are not set, additional steps may be performed when the approver opens the workflow request:

- Click on Update to see the Transfer Direct Reports section
- Select appropriate action from the available lists regarding transfer to a new manager
- Update and approve the workflow
