2962128 - Cloud Connector UI error: "Connection to master instance failed due to insufficient configuration on master side"

Symptom

Setting up High Availability in the Cloud Connector fails with the following message in the SCC Shadow admin UI.

In the shadow instance logs, following error can be seen:

Connection to master instance failed due to insufficient configuration on master side [HA communication with master is not set up properly. Reconnect shadow system
...
request <master-host>/shadow failed with 400 (Bad Request) HA communication with master is not set up properly. Reconnect shadow system.

In the master instance logs, following error can be seen:

No information about shadow system. Execute handshake first.
