2962857 - LogonTicketJCOProperties java.lang.NoClassDefFoundError leads to tc~sec~destinations~provider failing

The SAP Application Server for Java service sap.com/tc~sec~destinations~provider fails to start and below error is logged in the trace files (std_server /default traces). Also it is possible that subsequent applications that have reference to the application sap.com/tc~sec~destinations~provider fail due to the latter failing.
