2963776 - Failed to load resource: the server responded with a status of 403 () "Manage Software Constraint"

• Not able to open FIori app "Manage Software Constraint" despite correct role assigned (SAP_BR_SYSTEMS_ENGINEER)
• It shows error "App could not be opened because SAP UI5 component of the application could not be loaded"
• In frontend system, we could fetch data by execute below Request URI /sap/opu/odata/sap/f/C_CstrtHardwareMatlVH
• So the service between frotend system to backend system is working fine

• The HTTP error shows:
