Cause
The offer letter is exceeding the document attachment allocation on the maximum size the users can attach files.
Resolution
Increase the document attachment allocation in order to not receive this error anymore. The steps to perform this is described in this KBA: 2272521 - The file size exceeds the maximum file size limit of 5000 kilobytes or the file size is 0 - SuccessFactors.
