2965469 - Services do not start when SIA is started

• Restarting Server Intelligence Agent (SIA), does not restart the servers in it
• Starting SIA does not start the servers in it
• In clustered environments, restarting servers in Central Management Console (CMC) does not have effect
  
  
• In Task Manager, sia.exe can be seen changing PID after few seconds
• Many java_*.hprof files are generated in <Install_DIR>\SAP BusinessObjects Enterprise XI 4.0\logging folder
• In SIA's JVM log file, the following error can be seen:
• java.lang.OutOfMemoryError: Java heap space
