What time are the RMK job alerts sent?

There is no specific time for the RMK job alerts to be sent.

Job alerts are sent according to the selected frequency (daily/weekly) and based on the original subscribe timestamp.
The first alert is sent straight away then the others will follow accordingly.

So for daily alerts, emails should be sent roughly 24 hours from each other but looking at the timestamps you might see that there is some drift (10:42 AM => 10:54 AM => 11:58 AM => 1:20 PM) which could be due to email processing load on particular days in the system (say a large volume of emails are set to process weekly on Fridays - this could delay the processing of a normal daily email).

Note: RMK doesn't have the functionality to send Job Alert emails when new jobs are posted.
