2969418 - Registering former secondary or tertiary replication site fails with rc=111: Connection refused

Symptom

After stopping and unregistering a site from system replication landscape, when you try to re-register it, you get an error that it cannot reach the primary

Error in asynchronous stream event: exception  1: no.2110001  (Basis/IO/Stream/impl/NetworkChannelCompletion.cpp:600)

Generic stream error: getsockopt, Event=EPOLLERR - , rc=111: Connection refused
