2971621 - Field "Use Project Billing (New)" not showing in Customer Projects

Symptom

Field "Use Project Billing (New)" does not show in "Create Customer Projects" or "Plan Customer Projects" even though the user's system has Scope Item 4E9 activated and all preliminary steps for the scope item are complete.
