2972555 - "User XXX not found so no autologin token can be created" error when logging in using Identity Authentication

Symptom

A specific user cannot log in an application with the error:

Identity Provider could not process the authentication request received. Delete your browser cache and stored cookies, and restart your browser. If you still experience issues after doing this, please contact your administrator.

In the Identity Authentication Troubleshooting Logs the related error for that user is:

User XXX not found so no autologin token can be created
